Might be easier to make one, you'd at least get the "rate" you wanted.
Not sure I'd want to use a torsion bar especially if it's only been twisted in one direction all its life. it's a possibility it could just snap when you start twisting in the opposite direction.

Andy, I think I read your question correctly... there is no preference for someone who has competed before, just because it's your first competition does not mean you will be tossed out just because someone who had competed before leaves it to the last minute. It really is first in first served.

if it's a TF999 then the short answer is no. The std breather is in the oil pump housing and will have to be plugged. To do this, the torque converter has to come out and the oil pump out, then you got to drill and tap for the new breather, usually on top of the case somewhere.
