Seems a reasonably comprehensive kit and shouldn't have a problem getting certified. Only issue I would have (not sure how a certifier would view it) is the bending of the brake lines to give extra length. My preference would be to go for longer braided stainless steel hoses. At the moment I have both Discovery (1997) and Jeep Cherokee (1995) here. Both modified for off road running and both 265x75x16 tyres. To get those tyres on the Jeep required a 4-inch lift kit and minimal guard/flare trimming. Previously ran Jeep with 50mm lift and 31x10.50x15's and worked very well...

There are a number of places that do suspension kits for the XJ.
Just not sure who specifically does Iron Rock Offroad stuff but worth asking the jeep specialists.

You could try Greg at Offroad Specialties in Whangarei or 4WD Accessories in Christchurch that also deals in Jeep stuff.

The larger hole ones allow for adjusting wheel bearing with wheel in place.
Hole is big enough for hub nut spanner to go through.

Also they allow fitment of plastic centre caps from RR or Discovery.

When fitting tubes make sure all the 'build' labels inside the tyre have been removed. Usually one or two in each tyre but sometimes even more. It doesn't look like a tow ball being used but in fact a pintle hook. Either way it was ripped from the vehicle so wasn't secured that well.
