Re: chassis mod question
I can find references to chassis mods and construction in the NZ hobby car technical manual.
The LVVTA website is crap. Cant search for the chapter on chassis mods (chapter 5) anywhere so you can get the right words (no point in me typing it in - too many words and diagrams and I don't have a scanner).
Sorry best I can do is you need chapter 5 section 4 Chassis modification and construction - crossmember attachment to production chassis.
Basically the new crossmember has to be attached in such a way as to reduce risk of cracking due to 'oil canning' of chassis wall. fish plates covering the full depth of the chassis would sort this. Make sure the fish plates don't have vertical edges which can be the source of cracking - tapered ends is best with radiused corners is best.
Hope that helps but if you are in Chch you can have a look at my book. Sorry I wont lend it out (cost me $250), but you are welcome to have a look.

Re: chassis mod question
Personally if I was in your shoes (and I have done it) As long as its welded well and looks factory.. And as you said heavier...
Just do it, get it covered in mud....
I would be more concerned with suspension attachment points and body mounts for ass covering.

Re: chassis mod question
I talked to a certifier a while back about welding to the chassis for bumper mounts
"It requires cert... but is a grey enough area that so long as it is past (forward or back) any critical mounts its not worth certing...."
so.... so long as its past the rear cab mounts and not holding the tank then all good to add too...
Removing and replacing with non standard no mater if it doesn't have any structural attachments I'd see this as changing a chassis and would be cert
But a bit of mud really challanges warrant guys noticed they don't like to stand under muddy trucks for long
