Monocoque chassis and guard trimming

Just a couple of quick questions....

1) Can you cut/trim front and rear guards on a monocoque chassis 4x4 without requiring a cert?

2) Do you have to weld the inner and outer skins back together or can you safely use an automotive sealer?

Just heard back from the Cert guy - this is structural so needs to be cert'ed, but only for the rear guards. The fronts are bolt on so he is happy for me to cut about 50mm.

I'll see what I can do. I like to build, not take photos haha.

WJ Grand Cherokee will be getting a 4" lift and 285/70R17s fitted. Also adding adjustable upper and lower front control arms and an adjustable track bar/panhard rod. Will definitely have to trim the front and rear bumpers but since I'm going for a cert I may as well weld some rock sliders on and cut the guards at the same time.
