Pajero is a good solid starting platform for a 4wd.

If you really want 'best', not 'best cheap' SWB I'd be looking for a Nissan Safari, 4.2 turbo diesel. Very tough & capable vehicle with a huge range of aftermarket options. Often they'll come with really useful factory options like a diff lock & PTO winch. It's getting harder to find a good one though.

At the other end of the SWB size spectrum the Suzuki Jimny is also a seriously good 4wd.

For something in the middle also look at the Toyota Landcruiser KZJ71 (early shape 3.0 turbo diesel Prado)

Cheers

UZJ71 Landcruiser
Jeep J20 - 1UZ-FE powered (part owner)
KTM 640

If it breaks, build it stronger.
If it doesn't break, drive it harder.
