cert flares and wheel offset ls1 hilux

hey guys just after a quick bit of info
whats the regulations around tyres sticking out of the gaurds?
just got some 15x10 -44 for my hilux that stick out of the gaurds about 50mm, the turck has 1" fender flares already

can I throw some rubber bolt on flares at It and be sweet or should I look at bigger flares?
anyone in nz make anything like this?

The flares need to cover the tread, as far as what with.... thats kind of up to you. I have some like this:
