As a Motorcycle NZ Steward my advice to your friend is not to buy the cheapest safety gear for her children.
The first and only priority should be to get quality gear that fits properly. Then join a club which can help teach the kids to ride properly & safely.
Would you equip your 4WD with substandard gear?
It's hard to get replacement children - so my advice is not to save pennies on safety gear.

Masterton motorcycles is a really good place to go, they have good sales there.
