We found the problem... it was the vanes inside the fuel injection pump had a sheen on them... Even though the pump was rebuilt... that last step was over looked as we thought it was ok at the time....

depends on what setup its got. if its got egr butterfly then it could be connected wrong and close the main butterfly when the egr turns on. but i would have thought it would stop the engine completely. thats why i was asking if it had the cold asist on the side. if you adjusted timing with it in ...

I am thinking the butterfly stays closed as maybe the vacuum is hooked up wrong... thus the intake is not getting enough air to the turbo.... will check on that.. But still confused as to why it won't start unless it cools down or cold water or snow is put on the fuel injection pump... then starts ...

Yes.... it is a 2.4 LT motor... no EGR valve... Brand new Alternator/vacuum pump combo

What is the vacuum pump suppose to read.. I am thinking -24 and when revved -27... what should it be?
