There is definitely a paper road that runs up Karori stream, you can see it on this map http://www.wellington.govt.nz/plans/district/volume3/pdfs/v3map01.pdf So technically it would seem whomever built that barrier shouldn't have. However, I think a much more elegant way to get that barrier removed ...
