My 5VZ Surf has the exact same issue. I'm about 95% sure it's the contacts in the solenoid, but if yours is an Auto the other thing worth checking is the park/neutral interlock switch on the gearbox, if it gets gunged up it stops the flow to your starter solenoid. Wired up the solenoid for L4 and put raised the bumper to fit the body lift.

Now I think the front prop shaft is hitting the transfer shift linkage... as it goes NUGGA NUGGA NUGGA and the transfer shifter shakes a lot when moving in L4.
