Check out Off Road Secialites pricing their basic lifts are 1100 new so would give you some comparison, I sold similar for about 450 on a zero reserve auction so trade me might be your answer

Check out 4wdbits I just bought 15x8 I went with -19 offset but wish I had of done -10 so I did not have to chop guards as much as really changes lock width back into guards.

Charge both separately on a good three or 7 stage charger set to calcium if they are calcium, you cant charge a calcium battery enough if its flat or they have become unequal as a pair using vehicle alternator they need to be charge equalized to get them both up a personal rule of thumb is don't mix ...

Im assuming CB has power and the display is tuning. if so then aerial might have a short, check the aerail has no shorts, meaning when the aerial cable is removed from the CB, the centre wire to the antenna is not shorted to the outer, need to check with mulitmeter on ohms test. should be 0 ohms/ no ...
