It is just the internal of the rim (the part of the rim that bolts to the hub). Instead of being closer to the outside of the rim, it is off-set to be closer to the inside of the rim.
That way you are moving width of the rim/tyre outwards.

Yes they are illegal on-road. If you are after extra width then have a look at off-set rims. They let you go legally wider with tyre width, but you have to have wheel arch flares that still cover the tyres.
