Access for whitebaiters to the Ashley River mouth and licensing for those wanting to drive along beaches are features of a draft Northern Pegasus Bay coastal management plan.
Boaties will also be able to drive to the Ashley River mouth to launch and retrieve boats, and there will be access for the disabled.
But all other vehicle access to Waikuku Beach from the beach community, apart from emergency vehicles, is banned.
Horses are banned from no-go vehicle areas in Pegasus Bay, except on Ashworths Spit below the high-tide mark.
Fishermen and women can drive to the Waimakariri River mouth and park on the beach, but anyone wanting to drive along the beach as far as The Rocks, north of the Waipara River, needs a vehicle-access licence. Separate one-day licences for vehicle club convoys, picnics and beach clean-up days are also proposed.
The licences restrict vehicles in high-use areas and within 50m of people to 10km/h, but they can travel at up to 30km/h on unpopulated beach areas. Vehicles are banned from travelling through a surf-patrol area without permission of the patrol controller.
People flouting the conditions of their licence could have them revoked, have penalties imposed or be prosecuted.
The plan is designed to protect the coast.
At Waikuku Beach, the plan recommended building a boardwalk beside the surf club for use by prams and wheelchairs, planting native trees and keeping dogs on leads within the surf club area.
Six public meetings are planned.
