symptoms are when i try to turn the key it just whirrs like the starter is spinning but not engaging

I searched and couldnt find any relavent info re 2lte surf starters. Has anyone on here ever had problems with the ring gear losing teeth? or would it more than likely be the starter solenoid electrics?

Whirs but no engaging ???
Sounds very much like the plunger is sticking where it engages the bendix wheel.
I know the contact are usually a problem and have had mine out a few times for this but have never struck your problem.
If you are looking for a zero cost possible solution, I would pull the starter out, yeah we all know how much fun that is.
Pull the solenoid cover off.
Remove the plunger and spring and give the whole thing a bloody good clean, diesel and an airgun is good enough.
Hose it out with a little CRC or whatever and put it all back in.
See how ya go there.

Oh....consider replaceing the contacts while you are in there, they are about $7-$9 from Toyota.
