Re: cert? rear sway bar
Any time you drill a hole in the chassis or weld to it you have to get a cert, if you can find a way to make it bolt on (make a bracket to clamp around the chassis)then you will not need a cert, how does it attach to the diff side? you can modify the spring plates but that is again a modification the cert guy would look at.
You are adding a swaybar to the navara? what do you hope to achieve flatter cornering and less body roll or do you tow a trailer and not want the trialer to push the car around as much? It will help in both these situations and if you can detach one end from the diff then you gain back your offroad ability.
As far as cost I believe certification is going to get more expencive and emissions testing will have to be done soon too, best to call a certifier it costs the same to cert one bolt as it does a list of changes.

Re: cert? rear sway bar
a few AU guys are looking at getting a batch in from USA. mostly D40 but it looks like they do D22.
i don't know if any are advailable here allready.
we don't do hard core 4x4, just light stuff. but we carry a lot of weight and do a fair bit of towing. rear sway would certainly help. the sway bar is U bolted to the axle tubes. i don't really like the way it sticks rearwould but they may be ways around that.
a pic of D40 install.
