land access near invercargill????

any one know anything bout this bit of land down on corner of bluff road and armagh street at clifton

is it public or private land? looks pretty cool, heaps of bogs etc just not sure bout turning up as its pretty open an a few houses round it. if anyone can shed any light that wood be good
