Has the vehicle had a body lift? Manuals with body lifts need the lever given a good tweake (or a centre console hack if your not worried about it)to work properly. The rubber boot keeping water out also tried to hold it back so a little slit in it usually works.

Failing that - not sure as they are a direct linkage, but the lever does need a good firm press down to be able to move it forward into low.

Actually I just re-read your post and said owner never used 4WD so I doubt it'd have a body lift... Try changing oil? Has it ever been done? Does the centre diff lock light flash then go solid when it is locked?
SWB V6 Paj with one or two mods ;)

a mate of mine had a look today and the curved little plate /gate that the lever goes in needed a little file so the lever goes right in , had been put in upside down so i guess the box has been apart at some stage, all the lights for the 4wd work fine but the left rear does not lite up. do they have individual bulbs? hopefully using it on sunday at our club trials in the std class, cant wait to see what it goes like .cheers for that.
