When you push down, are you putting direct downward pressure on the lever or just "pulling" down? (sorry if its a stupid question, but guys at work get caught out on the Navara's like this)
If its like the Nissans, you have to push the lever on top while shifting.
Once you get it across, push on top of the lever, while pushing foward (might be worth a try)

I guess yours is a manual ?

In the auto you pust the lever forward and to the right for 4h, then forward for 4L, no pusing down at all.

My gues is that if you havent had it in 4L before, neither did the previous owners, and the mechinisim is siezed.

Get under the truck and give all the linkages a good push and pull to see if they still move.

With the super select box the transfer lever operates straight into the box.

With a bit of fluffing around, take the centre console out and remove a rubber gaiter around the gear lever.

Under that is 4 bolts and a steel plate, remove this. Below that is the top of the gearbox and about 7 bolts. If you take this off you get right into the linkages and should be able to see if the transfer lever is moving anything.

It might be like our 2.8 Hilux which if not methodical with the 'down and accross' to get into Hi box it'll get stick half way and have no gears!

Is it a manual or auto and what year?
