A couple of options.
First one is drill and tap that boss on your turbo compressor housing. That'll give you exactly what the turbo is doing.
Second one is weld and drill a spigot into your cross-over pipe.
Third one is tap into one of the pressure sensing lines from your throttle body. Tapping into the downstream side of the throttle plate will tell you what manifold pressure the engine is currently seeing, this may be of more interest to you than what is happening at the compressor housing.

I ended up snipping into the vacumn line, adding the t fitting and just running off there.

My next question is what should i safely run boost wise on my 3B.... i believe they are a higher compression motor so wonder if i could be causing damage at the boost i'm running

There are plenty of turbo 3B's out there running various levels. I'd stick to single figures and make sure your EGT's are safe. Those pneumatic governors toyota decided to use (Ricardo Comet I think) can increase the fuel with the turbo boost, so you might need to check it hasnt' gone too far.
