landcruiser steering knuckle shims

I've just pulled my swivel hubs apart to rebuild and found 2 shims for the upper knuckle and 1 shim in the lower.
I was under the impression that the upper and lower usually had the same number and size of shims.
Do the shims serve any purpose apart from bearing preload?

just adjustment for bearing preload mate, and its usualy advisable to get the same shim thickness in top and bottom whether it be 1 or 3 of whatever thickness's.
