If an offroad vehicle, for use on private land only, is being towed on a public road using its own drawbar, is it required to be registered and have a WOF? Should it be registered as a trailer? Graham Waters, Auckland.

Land Transport NZ says that as the vehicle is not being used as a motor vehicle on a public road, it does not need to be registered, licensed or warranted, and neither does any vehicle under tow. However, a vehicle under tow must be in a safe condition to be towed with an A-frame or a drawbar. The legal requirements are the same as towing with a rope, and can be found under Section 19 of the Traffic Regulations 1976. A guide to safe towing can be found at the Land Transport NZ website (see link below) or you can ring the police, as they enforce the law.
