1991 Grand Offroad - what is the handbrake like handle for?

My neighbour has a 1991 Grand Offroader there is a handle on the left of the driver - like a handbrake. What is it for?

The lever between the seats is the handbrake and the one under the dash is the swaybar disconnect :mrgreen: :mrgreen:
