You can buy something to cut the rust out with for under $10, like a hack saw or even a cheapo Bunnings angle grinder.
Some rust convertor should be under $10.
Looking at the pic:

Cut that out to make a neat rectangle so its easy to make a patch to fit.
Once you have cut the rust out, wire brush any remaining paint off the surrounding area and use the rust convertor on it. You can get a wire brush from the $2 shop.
That should be all of the prep work done, which is a big part of what costs at a panel beaters.
Take to panel beater and ask them to quickly blaze a patch in there for you.
On your way home from the panel beaters, go to the WOF place and show him the freshly welded in patch.
Grab a spray can of etch primer and a spray can of what ever top coat you want to use, gloss black or something, paint the patched area, and everywhere else you have sanded back, make sure you put a top coat on the primer, if you don't, it will rust through the primer again. Probably cost $20 for the paint.
Fit the window, and fill the gap left by the missing lip with sealent. Should be sweet. Tube of window sealant about $10.
If the weathers good there's no reason you can't do all of that in the Halls of res carpark, all for the cost of not getting on the piss at the weekend and spending the $$$ on fixing your truck instead.
