What are the regulations in rgds to off-rd tyres being used-on road...flares come either 35 or 65ml sets...if I get a set what is min between tyre and outer edge of flare neededed to pass wof

When i had the Rangie certified they were very particular about the flares covering the tread area of the tyres, but were not worried about the sidewall being beyond the flares. The flares on mine only just cover the tread due to increase offset of my wheels, the BFG muds were OK but a Simex JT2 or similar would have failed due to side lugs.
Warrants have not been an issue since, they check the cert plate and it's all OK.

A possibility is to buy yourself a set of cheap crappy tyres that are legal and just put them on for warrants,
Or get to know a mechanic, My tyres poke out past the side of the car cause I took my flares off but the local mechanic doesn't worry about it.

is that a good idea kent what if you had a crash and your truck was out side of the wof state . (the police would have a feild day). allso the person that issued the wof would probably get there licence revoked is this worth it . and i thought that with all the accidents involving 4x4s recently people on this site would be promonting good ethics . 

The legality side of things is a very valid point, Insurance companies LOVE a reason to not pay out. Keep it legal, flares are no big deal, ditto certifcation to keep it all legal. My rangie is repowered, body lifted, modified brake lines/bracketry, modifed steering arm, 100mm wider track with offset rims, flares etc, and it flew through certification so nothings an issue. All 100% legal, so insurance Co is happy with it all, Warrants are not a problem, all is good!

Nah yea I had a look the other day and it is basically only the side wall that is poking out the side the tread is basically all covered by the car.
I found the problems with flares is they like to get broken, when I have my muddies on the flares are way out side it, so when you drop in to some big ruts with rocks on either side and you tip a bit your flare gets smashed first, at least the other way your tyre protects your car.
