Hi guys,
Just asked my certifier to certify my body swap and new bullbars, but have been told that a body swap where mounts are moved are now classified as section 1D and has to be re-registered as a scratch built, which he doesn't do.
Can anyone tell me what's involved in registering a scratch built vehicle?
All the steering and braking parts are pretty much brand new so should pass on that.
Was kinda just hoping to get a quick cert and sell start of next year, but sounds like it could be a major.
Sick of spending my holidays going back to NZ and improving my truck instead of actually having a holiday.

One of my work mates looked at this last year an he said if its registered as a brand new/scratch built vehicle it would have to meet all new car emmision standards etc, but im not 100% on that 

Didn't barbie drive a jeep??

Tried finding stuff about it on nzta website. From what i could gather you only need those tests if it's a post '91, but then there was a different section for modified and other stuff.
Couldn't figure out which bits go with what and if some parts cancel each other out. Hoping someone on here has done it with a modified vehicle, or knows a bit more about it than what I've found and confused myself with.

Have you spoken to another certifier? My under standing is that alot of it comes down to the certifiers interpretation of the rules.
Plus I though you just repaired the rusty factory mounts by replacing them with new ones.

I have run mine past the cert man and he said no problems with getting it certified as rebodied.
That was a few months ago so things may have changed since then.
Doing it as a scratch built vehicle should not be too hard. Lots of people have done it with all those kit cars.
Also unsure how the kit cars (thinking lotus 7 style) would pass any new emissions laws? most of them use older toyota 1.6 and 2l motors and have sfa room for even a cat converter.

That is what the certifier is referring to. Might have to give another certifier who can do these a call tomorrow. It doesn't actually say it has to be re-registered as scratch built, but scratch built is in the heading for section 1D so hopefully the other certifier just misinterpreted.

The LVVTA Auditors have made it clear to me that any body swap, even same make and model, is now going to be treated as a “Scratch built” vehicle.
This means that:
A I cannot Certify this modification, and
B The vehicle will have to be re-registered as a scratch built vehicle.
So apologies, I am not going to be able to help you on this occasion.

eeeeeeee,that email don't look to promising,sounds like a fresh set of rules again,oh the joys,um have you tried lance at free lance automotive,give him a buzz and see what he says,you've only changed 2x mounts,you may get away with it,keep us updated tho mate

Yeah I've got the list of who can and can't certify stuff so will give them a call tomorrow and hopefully get a happy result

Awesome Tim, slap a full roll cage in it and you can run 4 point harnesses with no need for any other form of seat belt!!!!!

haha the thought had crossed my mind to the extra things i could do if it was a scratch built.
Rang up free lance automotive today and he looked into it all for me and then sent me this.

I've spoken to head office. They agree that providing you have only changed a couple of mounts, and practically NOTHING ELSE, it should be OK to go as a modified production and not as a Scratchbuilt. I would need to check the vehicle to confirm this.

so looks like I might be able to get away with it now. He told me when i was on the phone to him that the lvvta have tightened up the rules just lately, but he said it was more for the guys putting a hilux onto a safari chassis sort of swaps

John is a very very nice bloke and has been more than helpful in the past when ive had questions. He has certified MANY 4wd projects in the past.

I have been told that a Landrover body on a Range Rover Chassis (these LR Chassis and bodies are all interchangeable) would become a Scratch-Built vehicle.
I can’t see where in the rules it says that, but the LVVTA staff make the call whether you get a Plate or not.
So, the Hilux body onto a Safari chassis would have to be a Scratch Built also!
I have done heaps of similar vehicles in the past, but can’t help you this time, sorry.
