Weak power steering

Folks, I'm trying to figure out a problem my mate's pajero genII 2.8 LWB power steering.
Seems to be just weak, like a lack of pressure from the pump. Fluid is at the right level. Tyre pressures are all good. It's gear driven, so not a belt problem. Feels fine with the front end jacked up.
Is this likely to be a problem with the pump or the steering box?

Hmmmm After several minutes of deep and intense thought, the on ly thing that I can suggest as to a long term fix would be....


Weightlifting exercises...... :P :P

tried changing the oil like all oils it requires changing as well
