Marine and Coastal Areas Bill = end to paper roads!

OK, don't normally (ever) read this stuff, but this one's wound me up - so, the supplementary paper 207 to the coastal bill has this gem - basically after 5 years paper roads on the coastline cease to exist. "Clause 16 provides for the continuation of ownership of all roads (including any unformed roads, which are commonly referred to as a paper roads) that are in the marine and coastal area as at the commencement of the Bill; any such paper road that is in existence on the 5th, 10th, or 15th anniversary of the commencement of the Bill loses it status as a road unless the responsible Minister certifies that it is still intended to proceed with the construction of the road. Paper roads that, after the commencement of the Bill, come into existence in the marine and coastal area will be subject to the no-ownership status; if such a paper road is actually constructed, its ownership will be determined by the relevant statute law."

X2 :evil: I tell you, ordinary kiwis are going to end up minority share holders in this country with f all rights to anything. I am struggling to get my head around all this bullshit :shock:

This reads to me that on one of the anniversaries mentioned, (HTF do they decide WHICH anniversary?) that road becomes part of the marine an coastal area, as part of the no-ownership (what ever THAT means) and as such, driving access ceases and because its now administered by early settlers, it translates to NO ACCESS at all!!

How did this sneak through?
