OK, don't normally (ever) read this stuff, but this one's wound me up - so, the supplementary paper 207 to the coastal bill has this gem - basically after 5 years paper roads on the coastline cease to exist. Anyone still think this won't affect them? Email the MPS now

This reads to me that on one of the anniversaries mentioned, (HTF do they decide WHICH anniversary?) that road becomes part of the marine an coastal area, as part of the no-ownership (what ever THAT means) and as such, driving access ceases and because its now administered by early settlers, it translates to NO ACCESS at all!!
