Land is forest under management for long term lease for forestry purposes. Used to be Carters but who they sold out to now.
Jeep Woodhill 4WD Park is a licenced operation (lease) within a designated area of the forest. The licencee had to jump through hoops and lots of red tape but eventually got there. A licence fee is paid to the forestry company for recreational use, I think, based on numbers of vehicles using the Park.
Similar licences are in place for Motorcycle Park and horse riders within Woodhill Forest.
Wellington has similar operation and was one of the very first in NZ with Rallywoods that was originally set up in the early 80's, but the owners (group of four wheelers back then) actually bought the land, rather than lease it. Guess it has evolved more into an ocassional use venue (through bookings) rather than publicly open on set days like Woodhill.
