We used multiple layers of pvc canvas to get the required weight. It drapes over the cable then velcros together.

If it breaks, build it stronger.
If it doesn't break, drive it harder.

A winch cable damper is an essential recovery item when winching or snatching. In the unlikely event of a winch cable failure, a damper will help absorb most of the energy stored in the cable, thereby significantly reducing the recoil.
The recovery damper is bright orange, and is manufactured from heavy vinyl with silver reflective tape for night time visibility. It also features handy storage pockets, useful for carrying heavy items to and from the anchor point, and for competition purpose, the damper is a minimum weight of 1.1kg.

Sounds just like a wet sack or your old leather jacket or old ski jacket - or do what I did - went 30metres of Plasma with another 20metres as an extension - then attach sack to the hook.

Putting sand or something that obsorves moisture into the damper would cause it to always remain damp after its become wet.

I dunno much about competition but I think I once read somewhere that competitions usualy specify a minimun of 1kg for dampers and ARB make theirs to 1.1Kg to make sure they always meet the minimun requirements?

That orange damper looks EXACTLY like an ARB one. I'll bet it says ARB on the other side...

They are about $54 and are pretty nice. The fold over the cable and use velcro to hold it on there. They don't actually have added ballast, just a few layers of heavy PVC canvas.
Plus you can wear it like a vest if you want to add some style to your outfit

Winch challenge com rules say "Physical size 900mm x 500mm. Weight minimum 1kg dry weight"

I've followed a suggestion from a forestry worker - and they should know about these things! I got some old fire hose from the local firemen, & run the winch cable through it. Cut the length to get the weight you want, with the added benefit that it's a good hand protector for guiding the cable onto the drum, & just rolls round the drum & stays permanently on the cable. Cheap too! I've got 40mm hose, but 70mm hose would probably be better still...
