the seals should not see any pressure, hence the bleed hole, pump makes over a 1000psi, and little bit of rubber on the shaft seal aint gonna hold that back, it needs the bleed hole.

the bushing may be part of the issue, if it worn then it will let more fluid thru, depends on the bush of course, if it a solid with no oiling grooves then yup it part of the sealing system, a small amount of fluid will go thru to lubricate, but not enough to A loose pressure/volume and B blow the seal out

Each time results have been a spectacular option C: completely empty pump of power steering fluid
