what sort of pump does it have?
when does it blow smoke? ie full throttle only, part throttle etc.

its NOT normal.

if its blowing smoke constantly it will fail WOF. if its a puff of smoke it should be fine and turning down fuel probably will not help much anyway.

it looks like its an EFI pump anyway so there may not be any max fuel screw.
i would check the egr is blocked off. they can stick open and cause black smoke.
otherwise, assuming air filters etc are all ok, i would guess your injectors need reconditioning.
