Vehicle lifts/Authority card
I have had a reply from LVVTA and soon there will be a discussion document on vehicle lifts by going to their Web site.

Hi Richard
First, please accept my apologies for the delayed response.
You are correct – there are some changes in the pipeline which will require a four wheel drive vehicle to have an authority card (or similar) if the owner wishes to modify the suspension/body lift beyond what would be considered reasonable levels.
This means that mildly lifted or raised vehicles will not be affected – these will continue to be LVV Certified as they are presently. Any changes will only affect vehicles with a large lift.
At this stage of the consultation period, we have been working closely with the NZFWDA – they are a national organisation, and are also an LVVTA member organisation, and so this is the ideal platform for ‘sounding out’ these changes. I would expect that this organisation would have similar ideals and expectations as the various other 4WD organisations around the country – you are welcome to make contact with them at any stage through their website - http://www.nzfwda.org.nz/
We do realise that there is likely to be a lack of understanding, where enthusiasts and members of organisations other than NZFWDA don’t properly understand what’s going on, why, or who it will affect. As a way to help those to understand these changes, we will be soon releasing a discussion document which will be available from our website.

no, body lifts need a cert, suspension of 2'' is fine

If there havent been any changes done yet then why as of 1 July 2012 can NZ4WD Assn be able to issue Authority Cards for "Compliance with applicable technical requirements specified within relevant LVV standards ,applying to New Zealand Four Wheel Drive Association members covering only those components and systems that do not comply with applicable requirements for general use on the road , and valid for a maximum period of 12 months only."
If there havent been any changes done yet then why as of 1 July 2012 can NZ4WD Assn be able to issue Authority Cards for "Compliance with applicable technical requirements specified within relevant LVV standards ,applying to New Zealand Four Wheel Drive Association members covering only those components and systems that do not comply with applicable requirements for general use on the road , and valid for a maximum period of 12 months only."

I am only going to take what he said at face value. If you think he is not telling the whole story why not email him yourself. His name is on the email sent to me.

3. A modification affects the vehicle structure – including an object or fitting affixed after manufacture that is welded to the chassis, sub-frame, cross-member or body of a monocoque structure, and
a) is not excluded from the requirements for LVV specialist certification (Table 3-1-1), and
b) is missing proof of LVV specialist certification, ie:
i. the vehicle is not fitted with a valid low volume vehicle certification plate, or
ii. the operator is not able to produce a valid modification declaration or authority card.

Huh? I thought you needed cert for a 2" suspension lift aswell, I read TOYSUZI post on rules but that just confused me.
Can anyone clarify?

Depends on how its done. Basically tho, if its done properly 2" will be fine.

Lvvta probably havn't told the whole story. But neither has NZFWDA if this is true.
No mention of this in VIRM as yet, so as yet this card would be worthless in regard to getting a WOF.
Shows there probably is more going on in background that we don't know of yet. And we will probably find it out soon....

I was under the assumption that it was based on total lift? I have a 3" suspension lift with 31" tyres and it doesn't mention the tyre size (it does mention rim size) on the cert card. So I thought that the cert was suspension + tyre height (and body lift if you have one).

Body lift is not included on my cert plate.
On my plate the m/metres are under the bump stops

My body has a 32mm lift and the tray 75mm
The plate says front 674 and rear 712mm which is under the bump stops

When the government was looking at banning all forms of modifications and any vehicle that was not built by a vehicle manufacturing company, he approached the authorities and started the process of developing a stand alone organisation who would work with the authorities on behalf what was then a small group of motor enthusiastic so that they were able to modify their vehicle to some from of safe standard that would appease that W.o.F. inspectors who were complaining that they were having to W.o.F vehicles that they deemed unsafe but there was no system to support or back up their decisions.
Tony was responsible for getting the LVVTA off the ground and with the assistance of many people (Peter Vahry was very proactive in ensuring that 4x4 was included) there is now 20 odd years later a draft of rules and guidelines for enthusiasts to modify their vehicles to.
The LVVTA is an extraordinary organisation that is completely unique to New Zealand only and as such many enthusiasts from other countries look at us with a twinge of jealously. Here we are able to scratch build a vehicle and get it on the road with a minimum of bureaucracy. We are able to get a perfectly nice vehicle that the manufacture has spent tens of millions of dollars creating and at a fee of less than one grand completely modify it to some thing well beyond what any tech ever thought possible. Not many countries would allow this.
Now I don’t know Tony personally but I do think that calling him names wether its personal or not, properly isn’t in anybodies best interest

The plate says front 674 and rear 712mm which is under the bump stops
That must be a coincidence Richard. The height measurement is from the centre of the hub to the guard lip.
