Its almost duck season. of course your licence is taking ages due to the spike in applicants just prior to the season.
Other reasons are if your outside referee is hard to track down or in a different region to you.

When I was in deerstalkers they always taught us to identify the sex of the animal rather than to identify whether or not it was actually a deer. This extra bit of time identifying would make sure you knew exactly what you were shooting at
exactly if its a hassle to get less people will just get it and go shooting for the hell of it as its easy whereas the people that are more serious and have a passion for hunting or have a genuine need for fire arms(farmers etc) will be annoyed but undeterred. end result be more responsible users that appreciate the responsibility and privilege of gun ownership.

here ya go and i don't have a firearms license, but have been brought up round them all my life.
1. Treat every firearm as loaded
2. Always point firearms in a safe direction
3. Load a firearm only when ready to fire
4. Identify your target beyond all doubt
5. Check your firing zone
6. Store firearms and ammunition safely
7. Avoid alcohol or drugs when handling firearms
if everyone abided by the 7 golden rules there would be bugger all hunting accidents
hunting is still one of the safest sports in nz

If someone is killed by a drunk driver we blame the driver .
no one blames the car.
no one questions why the driver was given a licence .
no one asked his friends and family if he is of sound mind or a alcoholic.
we dont make drives resit every 10 years
The point im getting at is lets put the blame on the shooter were it belongs
I will admit the licence is far to ezy .
imo there should be a hands on test
there should be a learners licence were you must shoot with a exp full licence shooter
