Ive had plenty of fj40-45s with the tank under the seat, never had any problems with them.
Re the plans..if i was you id maybe go show your plans to a certifier that you think may cert your truck because they all have slightly different ideas on what they consider legal.

Where will your seatbelt anchorages be? If not mounted to the seat then a well built setup should be fine. Bit more involved if seatbelts are anchored to seat frame.

Good question
top will be onto the roll cage bottom could prob go on the same bolt where the back post is if I just gusset one side?. center clips and lapbelt was going onto the frame or could take it down to floor and bolt plate through the floor. Or maybe put another post to the floor in the middle of the frame to floor and bolt through the floor?

Saw a 40 in Melbourne with long range fuel tank fitted, it went under both front seats.

I'd rather sit over a full tank of 65L than an empty one. Just sayin
