yep sounds like carb rebuild time, need to find out if the choke isnt hooked up or if its an auto choke and if its working properly or not, if it dosent idle properly when its warm you probably want to have a play with the idle mixture screw, wind it in till the engine just starts to falter then wind it back half a turn or so untill it runs smooth, need to do that in tandem with the idle speed screw to get it idleing at the right speed. Probably want to give the carb a good soak and clean and blow all the galleries out with compressed air and throw a new kit in it before you try doing any tuning or playing on it :D

First you need to find out what carb you have, swift ones have an auto choke, whereas 413 ones are manual cable choke, I wouldn't bother pulling it apart if it runs fine when warm, just sort the choke out and it should be sweet.

I see, can you get some pics of it, will be able to tell what sort of carb it is then.

watch out, a carb rebuild might not fix it. i have had trouble with samurai carbs (dont know about 1600 carbs but presume they are similar) with the exatc symptom you a describing. what it turned out to be was that the shaft where the butterfly valve is wears out the carb casing causing a gap where the carb sucks air, this is why it will only run sweet at high revs where enough air is being rushed through. pull the carb off and wiggle the butterfly valve shaft, if it has any play in it the carb is as god as stuffed. i had to replace mine

If it runs sweet when warm it is unlikely to be an ignition system fault .

does the carb have water hoses to and from the intake manifold ?
The auto choke version of these carbs use coolant fluid temperature to operate a wax element that operates the choke .
They are well knowen to block up with crud meaning the choke does not close up for cold starting .

vaccumm or an air leak is the other Likly cuprit , as BlakeJ said the butterfly shaft or one of the vaccumm lines is losse or the seal between the carb and manifold is sucking in air . test for leaks with the engine running and selectively spray engine starter around the carb . a leak will show up as an increase in revs .
