Terrano Hand brake - solving the lack of grip

Hey,
I know the Terrano h/brake (rear disc + internal shoe model) is infamously weak, but has anyone actually managed to fix this?

I know about the adjusters accessable from behind the 'support plate' at each brake, and the adjuster where the two sides combine and go through the floor.
Last time I replaced the hand brake shoes, I tweaked the adjusters till the wheels felt resistance, then backed them off till they turned freely, but they still have little bite. I've noticed the handbrake lever pulls up quite high - over time it's damaged the rubber lined slot in the centre console where it tapers.
Have a steepish drive and getting sick of having to leave in gear on all but flat surfaces....

mate of mine suggested roughing up the inside of the drum. havnt tried it myself yet

You can adjust them up inside the drum but it does not make much difference in grip. I tried the roughing up of the drum too with no luck
