85 surf headlight issues

Hi has anyone ever struck an issue with having high beam as normal but in dip only the park lights go but the high beam light on dash stays on?
have tried googling different variations of the above question didnt find much.
very weird any suggestions be great.

I'd start by looking at the indicator/headlight stalk, maybe stuck or broken contacts?
