70 series sluggish acceleration

Hi hoping one of you guys may be able to give me some advice. i have a 70 series mwb land cruiser. Its real sluggish at accelerating untill it reaches 2100rpm where it seems to let out a puff of smoke out the exhaust and take off. It has a 3b non turbo? Any advice on what could be going on?

At a guess its under fuelling at low RPM... Possibly the fuel pump governor is sticky???
