Gearbox not changing out of top gear when coming to a stop

Hey guys, I have a 92 3L petrol automatic surf, I have had a problem with my transmission for a while and i have only just figured out what it is. When I'm driving in top gear when taking my foot of the accelerator and coming to a complete stop the gearbox is staying in the top gear. But when I'm cruising around in 1st 2nd and 3rd it happily changes straight back to 1st upon stopping.
This means after stopping from 4th gear i need to manually go through L 2 then D to have a normalish take off. Does anybody know what this could be?

Any help would make intersections a lot less frustrating

Lock up solenoid not unlocking...but that would probably cause the engine to stall

could be the bleed of solenoid(can't remeber the name of that one. ) designed to dump the load off the torque converter.

Extremely late but thought I'd post incase someone else is having the same problem and say replacing the solenoids fixed my problem. Thanks guys
