change of rim size from 15" to 16" on my Surf ?

hello, just curious, is it legal to change the rim size on my Surf from 15" to 16" or do I need to certify that ? I just came around some cheap wheels but they are 16" (normal size on my 1995 Surf is 15"). they would fit without modifications.

Yes changing the rim size is fine but from memory you are only allowed a max of 5% increase in tyre circumference before you require a cert, but as long as your tyres aren't sticking miles out you can usually get away with it.
