rear brake problem

failed a WOF because the rear brake doesn't hold, HELP?!?!
checked the cables and they are very tight.

this is on a 1991 4X4 ute.

have you stripped it down and had a look at the shoes and adjusted the cables?

I am a total amature when it comes to stuff like this, more keen just to take it into a place to get it fixed unless its something easy. unless someone can do it for a box of piss...
