Spare Wheel carrier Piviot

Hi

Looking at building a spare wheel carrier for my Prado. It has a steel bumper I can weld bits to but I am struggling to get the bits for the piviot.

I have looked at Trailer Stub axle etc but that is cast so I won't be able to weld to it,,,,

Also I need a latch. Does anyone know where I ca get that sort of thing?
I am in Christchurch.

yeah in hind sight counter sink a trojan stub axle into the bumper with a piece of pipe to match the outer race of the bearings ..that way when it gets any play in it you can just do up the crown nut?
