Have a alloy inter cooler to fit to my td42, has anyone found if a particular fluid works best? Will be fitting a sep radiator in front of main rad.
Also is fitting an electric fan needed or does std engine fan pull enough air flow?

Not much that has a higher specific heat (ability to absorb heat) than water.
http://en.wikipedia.org/wiki/Heat_capac ... capacities
Antifreeze actually reduces the ability of water to absorb heat energy. So, if you can do with out the antifreeze/anti corrosion resistance than run pure water.
You can buy a product called "water wetter" (from memory) from the likes of BNT which improves waters ability to absorb heat. Not sure if you would notice a tangible difference in performance though.
Engine fan should be sweet, an elec "helper" fan would likely restrict airflow, but it depends on your specific set up and shrouding etc. (Never owned a safari so not speaking from experience, but generally engine fans haul ass compared to an elec fan)

We run water wetter in our vl race car .it dropped our temp by 7 deg .as before we ran a 50/50 anti freeze water mixture .

+1 for water wetter, good product
Dont use tap water though if you are planning to run without a corrosion inhibitor. You can pay heaps for demineralised water from repco etc, but go to the red shed and you can buy 10L of chemically pure water called Pure Dew for $7

The important thing is to make sure your water cooling part of the system works properly.
I've used water wetter (I think it's redline?) with anti freeze and a large water capacity and I was pretty impressed with how cool it ran things.
My tip is run as much water capacity as you can.
