Another cert question, swapping wheels

So in preparation for fitting a 2" body lift and aftermarket front arms I went and saw the local cert guy.
I asked him about putting the wheel size on the cert plate as I intend to run a set for off road trips and a set for daily driving.
32" muds on 15x8 rims
31 a/t on 15x7 rims
both rims are the same offset.
The actual standing height difference between them is very little. Using a GPS to determine speed there is no visual difference on the speedo needle between the two sets.

He stated that the vehicle is legal with the rims it's certed on and using another set is outside the cert.
Meaning if I cert with the 15x8s on, putting the 15x7s on is illegal. However I understand if I don't need a cert for mods, then I can swap those sizes at will (as they are within the threshold on their own). But once it's certed I can't.
Who allowed this insanity?
His comment was the 4wd clubs have not sorted their shit to work out guidelines or any code of practice.

How do you guys get around this??

I spoke to peter wstson down here about that he he isgoing to cert both sets of wheels.. when I take it ..it jjust means I have to swap tires at cert time..then the paperwork on cert has both ..thought that wasn't a problem. .

Emailed them and got a reply back within the hour, turns out the guy on the end is a mate of mine from welly!

Anyway the answer is:
As posted above, 2 sizes on your cert plate. The tester does the applicable tests and paperwork for each set of wheels.

Interesting my truck, I bought it already certified, has 15x8 listed on the plate.

At the last WOF inspection they wanted to pull it up for having modified rims, which it was certified on, as the offset has changed from when they were manufactured. Which is true, but they only reason they noticed this time was because the rims were clean as they had been repainted....

So I guess if you have modified offset rims fitted, the offset should be detailed too?

I now have two sets of rims, both modded and identical to the set it had on at cert time..

That's not true either. NZFWDA have worked very hard to sort this problem, its not us that put it on hold.

The plate pic that derk has is for my Bitsalux that Craig (Craigs4wd) built up. Indeed it does have two sets of rims stated on the plate.

I did the same thing when I took my previous Hilux (WRNGLR has it now) in for a cert - Got two sets done at the same time. It was a bit of mucking around swapping wheels over and doing two lots of the brake test, but all was good in the end and well worth the extra half hour of my time.

So it is possible, just make sure it's fine with your inspector. They also keep records of the rubber size mounted onto the rims at the time in order to prevent people thinking they can just go to the next tyre size up and still be legal.
