18R Toyota Carb Tuning

Hi, have a old hilux running the 2.0 18R engine. When i got it it ran a bit rough - had a bit of a miss at idle and it jumped around quite a bit, played around with the carb a bit - cleaned it out etc and it ran really well. Couple days later went to start it, ran worse than ever - took it to a mate who made it sound like he knew what he was doing and now it runs even worse again. - down on power doesnt idle, misses, splutters and rounds like a rotary when its cold etc.

Any advice on how to tune it (from scratch)? I dont really want to have to drop $150 on getting the carb set up and then pull the engine in a couple months to fit something else... There seems to be a spring or maybe a choke cable missing too in the photo but it was never there and i dont know what that connects to?
