Vehicles built before 1998 are not eligible for this functionality from Jeep.com - this is a free service from Jeep for the owners.
Just to give an idea of why this is important to know when buying or selling a Jeep, I see so many TJs listed with ABS brakes on TradeMe, its not even funny. Export RHD TJs were never exported with ABS brakes. Look under the brake master cylinder, there is an empty tray on the diver side.

Another interesting source for Mopar accessories for RHD (international markets). Very handy for newer models to find a part number.
