Another newbie in a Terrano

Hi Guys n Gals,
like my fellow Nelsonian im a bit worried about being new to forum.
Ive had My terrano for a wile now and used a little off road, its the Diesel version.
I have a question for you Diesel guys out there,
On my TD27T just before the inlet manifold there is a vacuum operated butterfly... whats this for?
I have noticed that mine is a bit flogged out and i guess letting some turbo boost presure out.

Is this needed? Whats the best way to fix? is it best to find a replacement part?
Any info will be good as I know nothing about this.

Strip the butterfly out and thread the holes wind a short bolt in from each side with loctite. Job done.
Waiter...there is a drought in my glass.

its for the EGR system only and will have no negative effect being completely removed.
