The way i understood is for a rollbar as long as the bars are behind (there is a measurement) the rear most seat then there are no worries with it for a wof....
If your going for like a 6 point cage (ie with bars going along front and down either side of dash) then it needs to be certified and there are strict guidelines about how close they can be to the A-zone and the drivers head etc...
Now someone will be able to correct me but i think even if the cage is certified, to use it on the road you need to be affiliated with a motor sport racing club, and keep a log book of minimum of 2 competitions per year. (this also means it needs to meet all the club specs too)
If you are planning on entering any 4wd competitions then it needs to meet the relevant specs also eg NZFWD, ORANZ etc...

My understandings on the rules.
If you are using it on the road then yes it must be certified. You do not need to compete in MANZ events or require a log book to get the cert.
If you compete in MANZ events you can apply for an authority card which has its advantages.
Have a look at http://www.lvvta.org.nz/InteriorImpact010602.pdf for the regulations regarding internal projections, which includes roll cages. Where and how the roll cage is put forward of the seats is quite specific regarding A, B and C zones and vehicle classes.
If the vehicle modifications are for non public road sporting events you can get a LVVTA authority card (unrelated to MANZ authority card) for roll cage.
Easiest option is to have a soft top vehicle, then the roll cage rules are much more flexible.
