it sounds like an aerial issue, you did use shielded coax cable? if you get engine noise it could be the amp has been damaged CB's don't like running without an aerial or a dummy load.

Best bet is to try the CB in another working rig (disconnect one in another vehicle and hook your one up) see if it goes good if not then I suspect the aerial amp and output may be gone if yes look at your wireing to the aerial.

you say you cant talk, can you hear anything other than engine noise? if only chat could be the mike.

Good luck

Just looked that model up, it suggests that it is a 27Mhz CB & 27Mhz marine radio... Have you got it tuned to CB or marine? (Is there a difference?)

I would think there is a possibility that the old aerial you used is perhaps not the correct one for this radio. If I am right in my assumption, I think you may risk damage to your radio.
Ok people, move along. Nothing to see here. Thank you, move along.

Just a thought, is the squelch knob in the correct position?
Have you played with this knob.

CB aerials and PRS aerials are different, i.e. they are not interchangeable.

There is a huge range of aerials available for CB, you need one that states it is for 27Mhz band. The Db rating is basically it's ability to receive / send. Higher Db for longer distance, lower may help in hilly or built up areas. Dick Smith or Jaycar do a range, from a stainless type similar to the one you have (but in 27Mhz) to 1.6 meter long fibreglass whips. Cheapest start at around $27, and go up to what you want to pay. The other thing to think about is the mount point. If it is bolted to a bracket on the bullbar for instance, you need one that is ground plane independant. If it mounts in the middle of your roof, a ground plane dependant one will work better. It relates to how much reflective steel is directly below the aerial. I just got a 1 meter glass whip type from Jaycar, no tuning required, seems to work very well. (better than the 1.6 meter one I used to have)

Go back to DSE or where ever you got the aerial from and ask for one for the type of radio you have, you could even take the radio in with you so they can make sure you have the correct aerial.

I assume you bought it here in NZ? So it is a 26mhz CB?

Like the others said, don't use a PRS aerial for it get 26mhz CB aerial there are many types and prewired with co-ax as well.
